Treaty of Umbrage Hill
Brokered between Targor Bloodsword and Daren Edermath on the 23rd of Leaffall 1491. Stingblade Sildar Halwinter oversaw agreements involving the Lords' Alliance member town. The Heroes of Phandalin negotiated on behalf of the town of Phandalin.
Parties
- Cragmaw Nation of Goblinoids. Henceforth referred to as Cragmaw.
- The Town of Phandalin Humanoids and by proxy the Lords' Alliance. Henceforth referred to as Phandalin.
Purpose
The Parties to this Treaty reaffirm these desires:
- Live in peace and safeguard their peoples
- Settle any dispute between them by peaceful means
- Promote stability and well-being in the region surrounding their lands
- Eliminate conflict in their economic policies and encourage economic collaboration
- Unite their efforts for collective defense and for the preservation of peace and security
They therefore agree to this Treaty.
Article 1: Territory
The parties agree on the borders of Phandalin, and by proxy the Lords' Alliance zone of influence, and the borders of Cragmaw.
Phandalin territory extends 24 miles in all directions from the town center. A large swath of the Sword Mountains and its foothills falls within this radius.
Cragmaw territory extends in 24 miles in all directions from Cragmaw Castle. The southernmost tip of Neverwinter wood falls within this radius.
A 6 mile corridor around the Triboar Trail is also considered Lords' Alliance territory in the form of a trade corridor. This overrides any intersection with territory borders.
The lands east of Cragmaw along the Triboar Trail are not covered by this pact, but the ranches, homesteads, and mines of that area are either neutral or under the protection of the Lords' Alliance and should not be raided by Cragmaw forces.
Article 2: Resources
Cragmaw lays claim to all logging and hunting industry within its territory. Phandalin lays claim to all mining and quarrying industry within its territory. Caravans following the Triboar Trail are considered under the protection of the Lords' Alliance.
Article 3: Crimes
Cragmaw and Phandalin agree that the following crimes and punishments will be enacted in accordance to this treaty's authority. A three strike system will be implemented with escalating punishments after each infraction.
- Equipment, Arms, and Armor removed. Escorted to the nearest border.
- Corporal Punishment depending on the severity of the crime.
- Imprisonment, pending negotiation and possible execution.
Trespass
Any members of the opposing nation not in the presence of an authorized guide will be considered trespassing.
Theft of Resources
Any unauthorized removal of resources from one nation by members of another nation will be considered theft.
Extradition
Goblinoids and Humanoids must abide by all other rules of the land or risk punishment in accordance with local laws. These laws include but are not limited to the laws regarding Murder, Theft, Extortion, Insubordination, etc. If a criminal flees from one nation to another, extradition will be negotiated on a case by case basis purely based on the evidence against that criminal and will not be used as a political tool to gain leverage.
Enforcement
Ranking members of an opposing nation's law enforcement are expected to enforce these regulations. The Cragmaw Shadow clan and military represent Cragmaw's side of this. Members of the Lords' Alliance and local officials represent Phandalin's side of this.
Article 4: Military Presence
No armed units of militant capacity will be tolerated in an opposing members' territory without a sanctioned guide in their presence. A military unit is defined as a group of five or more heavily armed and armored individuals. Each member state is authorized to meet such a force with opposing force, assuming hostility. Such an incursion will be discussed immediately through available diplomatic channels.
Requests for military aid in times of need will be honored. Messages requesting such aid must flow through the established diplomatic channels. Cragmaw pledges to aid Phandalin with troops if need is dire, and the Lords' Alliance has pledged to economically support Cragmaw if need is dire.
Article 5: Diplomatic Channels
Cragmaw and the Lords' Alliance agree to maintain a Trading Outpost along the Triboar Trail directly in between Cragmaw and Phandalin. A 3 mile radius within this outpost will be considered neutral ground.
Appointed members of both parties will agree to live in and defend this outpost and serve as the diplomatic channel between Phandalin and Cragmaw. A rotating but equal sized force of Cragmaw and Lords' Alliance troops will be stationed here. Cragmaw has agreed to assist in the training of Phandalin militia at the outpost.
All trade between members will flow through this outpost, and any excursions within an opposing member's territory will need to hire an authorized guide from this outpost.
The outpost will be named Phagmaw Outpost.
Article 6: Exit Clause
The office of Townmaster in Phandalin holds final say over all matters regarding the Phandalin side of this treaty. A ranking Lords' Alliance member has a secondary say in such matters.
The highest ranking Cragmaw officer holds final say over all matters regarding the Cragmaw side of this treaty.
If either party exits this treaty, it is considered void.

Addendum I: Trade
Cragmaw desires stone to build lasting defense structures in its territory. Phandalin desires wood to build shelter and homes for its expanding population. Cragmaw and Phandalin agree to trade these resources at a reasonable market rate through the trade outpost established in Article 5.
Halia Thornton's quarries will supply stone to Cragmaw through the trade outpost established in Article 5.
Cragmaw additionally desires well crafted arms and armor. The Lionshields of Yartar (Represented by Linene Greywind) agree to establish their offer of trade goods through the outpost to Cragmaw established in Article 5 at reasonable market rates.
The Lords' Alliance formally recognizes Cragmaw as a desirable trade partner and will encourage trade with Cragmaw through the outpost established in Article 5.
Addendum II: Pact of the Shadows
Orcs of various tribes have been raiding settlements along the Triboar Trail for too long and have grown bold recently. The Lords' Alliance wishes to enlist Cragmaw aid in the destruction of the Orc Tribes of the Sword Mountains and its foothills. It is willing to pay a bounty per Orc slain. Cragmaw excursions into the neutral ground east of Cragmaw and Phandalin will require no escorts, but must not raid homesteads, farms, and ranches of that area. These structures are independent of this accord but still under the protection of the Lords' Alliance. Proof of kills must be logged in the outpost established in Article 5. Bounty per kill is dependent on the rank of the killed.
The following tribes are considered hostile to Cragmaw and Lords' Alliance alike:
