Celestial Intuition The dragon can determine if a creature is lying or not.
Divine Rebirth(1/day) When the dragon is reduced to 0 hitpoints, it immediately regains half its hitpoint maximum. Upon using this feature, creatures within 30ft. of it must succeed a DC 18 Constitution saving throw or become blinded until the end of its next turn. Upon using this feature, the dragon fully regains its Divine Breath.
Divine Light At the start of each of its turns, the dragon can choose to give off bright light in a 30ft. radius and dim light an additonal 30ft. This light is considered to be sunlight.
Draconic Essence When the dragon deals radiant damage, it can ignore resistance and immunity.
Dragon Scale The dragon has advantage on saving throws against spells and magical effects. On a successful saving throw, the dragon takes no damage at all
Magical Attacks The dragon's attacks are considered to magical for the purpose of overcoming resistance and immunity.
Radiant Presence Any creature hostile to the dragon that starts its turn within 20 feet of the dragon must make a DC 18 Constitution saving throw, unless the dragon is incapacitated. On a failed save, the creature is blinded until the start of its next turn. If a creature's saving throw is successful, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Legendary Resistance (3/Day) If the dragon fails a saving throw, it can choose to succeed instead. Upon using this feature, the dragon can reroll a d6. Upon rolling a 5-6, it regains its Divine Breath.
Actions
Multiattack. The dragon can make four attacks, one with its bite, two with its claws, and one with its tail.
Bite. Melee Weapon Attack: +13 to hit, 10ft., one target. Hit: 18(2d10+7) piercing damage + 11(2d10) radiant damage.
Claw. Melee Weapon Attack: +13 to hit, 5ft., one target. Hit: 14(3d4+7) slashing damage.
Tail. Melee Weapon Attack: +13 to hit, 10ft., one target. Hit: 19(2d10+7) bludgeoning damage. On a hit, the target must succeed a DC 20 Strength saving throw or be knocked prone.
Divine Breath(Recharge 5-6). The dragon exhales a cone of in a 60ft. cone originating from the dragon. Creatures within range must succeed a DC 18 Constitution saving throw. On a failed saving throw, creatures take 66 (12d10) radiant damage and half as much on a success. On a failed saving throw, a creature becomes blinded for one minute. Creatures can repeat their saving throw at the end of each of its turns to end the effect on a success.
Bonus Actions
Wing Attack The dragon can force all creatures within 10ft. of it to make a DC 21 Dexterity saving throw. On a failed saving throw, the target is pushed back 10ft. and knocked prone. The dragon can fly or swim up to half its movement speed upon using this feature.
Legendary Actions
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Wing Attack The dragon can use its Wing Attack feature
Attack(Costs 2 actions) The dragon can make its choice of a bite or tail attack
Inhale(Costs 2 actions) The dragon can roll a d6. Upon rolling a 5-6, the dragon regains its Divine Breath.
Resilience(Costs 3 actions) The dragon can end one spell or status effect on itself.
Lair Actions
On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects; the dragon can’t use the same effect two rounds in a row:
- Radiant light covers a 60ft. radius around a point within 120ft. of the dragon. Creatures of the dragon's choice in range cannot benefit from being hidden or invisible. Additionally, attacks against those creatures have advantage. This light lasts until initiative count 20 of the next round. This light banishes any form of darkness.
- The dragon unleashes a brilliant burst of light. Creatures in a 30ft. radius around the dragon must succeed a DC 18 Constitution saving throw or become blinded until the end of its next turn.
- The dragon can cast Wall of Light. The effect lasts until the dragon loses concentration or uses this lair action again.
Regional Effects
The region containing a legendary celestial dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:
- All forms of nonmagical light within a 6 mile radius centered on its lair is considered to be bright light. This light is also considered to be sunlight. Any form of non-magical darkness is considered to be dim light instead.
The dragon can pinpoint the location of any interplanar creatures within 6 miles of its lair, as if it were using the spell Detect Evil and Good.
- The area within 1 mile of its lair is considered to be under the effects of the Hallow spell.
When the dragon dies, all of these regional effects immediately fade
Celestial Dragons
Just as many humanoids can be chosen as agents of the divine, many dragons across the multiverse have been granted the favor of the gods and have received the boon of a divine spark within their essence. Although this is the true origin of their power, many mortals often confuse celestial dragons to be divine aspects of a particular deity. However, celestial dragons still retain their original autonomy and can choose to use their divine power as they see fit, which oftentimes puts them at risk at drawing the ire of the gods.
Celestial Dragon's Appearance
Thanks to their divine power, celestial dragons typically take on the appearance similar to that of their divine patron’s domain. For example, a celestial dragon associated with the domain of light may have dazzling golden scales while a dragon associated with the god of ice may possess a ethereal glow akin to that of an aurora.
Celestial Dragon Tactics
Thanks to their divine boons, celestial dragons are significantly stronger than many of their draconic kin. Simply gazing upon these dragons can prove to be quite a challenge as they can use their scales to radiate their divine aura to blind the eyes of any mortal that draws their anger. Additionally, the dragon's natural weapons have been imbued with divine power, allowing them to easily tear through most forms of armor or magical defenses. However, their greatest power comes from their divine soul that allows them to resurrect from fatal wounds.
