She has established the Miner's Exchange in Phandalin and raising it to the closest thing the town has to a governing authority. The Miner's Exchange is a trading post where local miners have their valuable finds weighed, measured and paid out. The exchange also serves as an unofficial records office, registering claims to various streams and excavations around the area. Halia is more than a simple merchant, she is also an agent of the Zhentarim, a powerful organisation that seeks to exert secret control of the North through wealth and influence. Halia has accumulated wealth, not through shaving her clients minerals (no, she treats her clients well and has earned their trust), but through the sale of the knowledge of where the best finds are. Halia is working slowly to bring Phandalin under her control, and can become a valuable patron to a character if they do not cross her. Halia offers the characters 100 GP to eliminate Glasstaff. She wants this so that she can take over the Redbrands herself. If a character assists her with this and has the right qualities she may urge them to join the Zhentarim. Once the Redbrands are disposed of she may even work to recruit one of the characters to gain a friend (spy) within the party. She is aware Sildar is in the Lord's Alliance making him an adversary as they both vie to gain control of Phandalin on behalf of their factions. If things do not go her way, such as Sildar does take control of the town, she will call in reinforcements, such as a couple of **Thugs** who work with the Zhentarim, to assist with removing him. As a Zhentarim agent she will use subterfuge to sow confusion amongst her opponents, turning them against each other and separating them so she can overcome them one at a time.
